dc.description.abstractEn este artículo se describen los factores situacionales, institucionales, políticos, sociales y económicos que definen a Petrocaribe como un sistema de cooperación energética para el desarrollo de los pueblos del Caribe y Centroamérica, describiendo también los efectos de la adhesión de esos países al organismo. El trabajo está estructurado en cinco secciones, el contexto mundial en el cual se crea Petrocaribe, las cumbres y definición de la cooperación energética, el sistema institucional de Petrocaribe, el suministro de petróleo como generador del bienestar social y la última sección, corresponde a Petrocaribe en la mirada de la oposición política de los gobiernos miembros. Se concluye que Petrocaribe es en sí, un acuerdo básico de cooperación financiera que privilegia a economías de menor desarrollo en el área caribeña y centroamericana, con un alto sesgo político que implica una política de Estado del gobierno bolivariano de Venezuela.es_VE

dc.description.abstract1In this article some issues are described regarding situations, institutional, political, society and of economical types that define Petrocaribe as an energetic cooperation system for the development of both the Caribbean and Central American people, thus describing the adhesion effects from both those countries to the Organization. The report is structured in five sections, the world context in which Petrocaribe is created, the summits and the definition of energetic cooperation, Petrocaribe’s institutional system, the oil providing issue as a generator of social welfare, and the last section, Petrocaribe as the political oposition’s bullseye from the governments who are members. It can be concluded that Petrocaribe is in itself a basic financial cooperation agreement which is a privilege for less developed economies in the Caribbean and central American areas, with a high political aim that implies some State politics from the Bolivarian government of Venezuela.es_VE
