Résumé
En este artículo se analiza la educación en las constituciones venezolanas de 1830 y 1857, tomando en consideración que en los textos constitucionales del siglo XIX, salvo la Constitución de 1864 que da lugar a la promulgación del Decreto de Instrucción Pública de 1870, no se aborda la educación como un verdadero proyecto encaminado a reconocerla como un derecho de todos los ciudadanos, en ejercicio de la soberanía popular. A través de la Constitución de 1830 se otorgó responsabilidades en el plano educativo al gobierno central y a las provincias, a partir de 1858 hasta 1863, la educación queda bajo la dirección de la Secretaría de Relaciones Exteriores e Instrucción Pública, todo lo cual no favoreció el desarrollo de una práctica educativa idónea, pasando a ser uno de los aspectos más débiles de la administración pública.

In this article the education in the Venezuelan constitutions of 1830 and 1857 is analyzed, taking in consideration that in constitutional texts of century XIX, except for the Constitution of 1864 which it gives rise to the promulgation of the Decree of Public Instruction of 1870, does not approach the education like a true directed project to recognize it like a right of all the citizens, in exercise of the popular sovereignty. Through the Constitution of 1830 one granted responsibilities in the educative plane to the central government and to the provinces, as of 1858 until 1863, the education is left under the direction of the Secretariat of Outer Relations and Public Instruction, everything which did not favor the development of suitable an educative practice, happening to be one of the weakest aspects of the public administration. |
